Twenty storey building proposed on Clem Attlee estate

A planning application has been submitted to Hammersmith & Fulham Council to build a 20 storey tower on the Clem Attlee Estate.
It is the latest attempt to build a replacement for Edith Summerskill House on St Thomas’s Way. The previous block was built in the sixties, vacated in 2011 and demolished in 2017.
The proposals are for a main tower (plus plant) with a single storey basement and ground floor mezzanine including 133 flats. There were only 68 flats in the previous building on the site.
The applicant is HFS Developments 2 Limited which is a joint venture with Stanhope PLC. It is understood that the council will transfer the site to Peabody Housing Trust, a housing association, in the event of planning permission being granted.
A previous application was submitted in 2016 but the process was very protracted with extended discussion about section 106 payments and a judicial review requested by a resident delaying final approval until December of last year. The applicants for the latest plan say the current design is very similar to that previous submitted and has an equivalent approach in terms of height and social housing component.
80% of the flats will be social rented; 20% will be intermediate housing; 10% of the flats will be designed for wheelchair residents.

Edith Clara Summerskill was a doctor turned politician who was MP for Fulham West and Warrington. The buildings of Clem Attlee Court were named after the cabinet at the time.
