Notice of parking fine - scam or not

I have just had notification that I have an unpaid p n with a deadline of today.  My driving licence may be revoked, a negative impact on my credit record.I am asked to press ‘http://fines.pcn23.top/i’No name - mine nor the issuing authority, no vehicle identified, date of offence or location.Checking my diary for 14 days ago, I was in Wiltshire but certainly received no ticket/ notification of any offence.

Yes you wouldn’t get notifications from DVLA by txt and they won’t have your mobile number.

Further information.I asked someone with a strong security system to check the http address for me.It is the genuine government.uk website and covers everything.I then noticed the telephone number from the sender.  It came as a text message  It was +63 970 ………. So I looked up which country code. -  well well well it’s the Phillipines.  There was then a whole series of warnings that whilst the genuine, the country code is being used by scammers for all sorts of Govt depts such as DVLA, customs and excise, winter fuel payments and so on.I have now reported it and deleted.

I agree but the doubt came to mind because so much is now done electronically that I doubted myself but instinct told me to be careful.I also posted because others should be aware of such a message popping up in their message box.

I'm amazed you have to ask. It has every red flag imaginable: no detail; dodgy web address; immediate deadline; a threat -- as if anyone has their licence confiscated over a parking fine!
