Exactly that, the real problem was that such a major decision should never have been allowed to be decided on a simple majority (normally such referenda have a 65% vote share to go ahead) but the Leavers were too frightened to chance such a sensible requirement. Almost certainly , any Brexit deal arrived at, would have passed another referendum, such was the populist media thrust, but at least it would have been a decision on an actual outcome, as opposed to the meaningless 'Out' of the referendum that had almost no meaning.
