Mark, until a few years ago, could be 5 years, time seems to fly by these days, the boards said something like " cycling not allowed on paths or lawns", did not mention flower beds but I think we can accept that as read. At the same time, there was a map that showed cycling only on the road. When the boards were changed, it now reads something like "keep to our tarmac paths at the edge of the Gardens". That only seems to encourage short cuts down from the car park to Park Road, when there is a slightly longer way down the A4 and Park Road which is always quiet. So I find it difficult to understand why it was changed, as it encourages cyclists onto a narrow path with pedestrians and their dogs, along with that line of small children that spend some time in the park.
