There was a discussion on this forum recently about an altercation involving delivery drivers which was reported by an eye-witness and no action was taken. Someone, who clearly knew what they were talking about, explained that, in cases like this, where the victim hasn't come forward to make a complaint, a prosecution is very unlikely to be successful. Obviously if someone is murdered or seriously hurt, this is a different matter.
I'm surprised that the case involving the Brentford steward wasn't reported to the police. A man was prosecuted recently for an attack on someone working on the ground and you would hope that the club has a zero tolerance for this sort of thing. Most stewards are volunteers and, without them, games would need to be cancelled so if clubs aren't properly valuing them, they may regret it.
