That's an over-simplistic account of the situation. The problem isn't the popularity of Chrome per se, but rather that the dominance of Chrome stifles competition in the internet search field. The DOJ alleged that Google engages in illegal practices to suppress competing search engines, such as Bing (Microsoft have their own dubious ways of trying to push Windows customers towards Bing) and DuckDuckGo. Google has negotiated with Apple and Android smartphone manufacturers to be the default search device on their phones, which has effectively barred other search engine manufacturers from the marketplace. Its near monopoly (94.9% of the market for mobile search engines) has allowed Google to ramp up digital ad prices.
