Is there really no alternative to cutting Council Tax Support?

I appreciate these are challenging times for government budgets both nationally and locally and some hard decisions have to be made. However, is it really the case that the axe has to fall on Council Tax Support in Hounslow? This is a cut that could not possibly target those in greatest need most effectively.

This seems shortsighted, as maintaining robust council tax support allows councils to increase their council tax to the max without creating unnecessary hardship.
