Can't win though, can they?Employ experienced professionals who are commercial buyers & you get slated for paying the market rate ("Council fat cats"), don't employ them to appease the ignorant, shouty masses & you get slated for not having the relevant commercial skills.It's something of a catch-22.There will be no one person responsible for contract compliance, that is why you can't get the one name answer you're looking for. The vast majority of Councils don't have a single named person - responsibility for contract compliance is delegated to the relevant area of expertise (e.g. street cleansing contracts will be the responsibility of street cleansing managers) which makes sense as they have the relevant knowledge to manage performance and compliance and the cost of having sufficient contract managers to manage each contract that a Council lets would be astronomical.Some care homes are on the brink financially, but don't for a second believe it's solely because Councils pay them rates from £500-ish per week upwards per bed. Take a look at those that are struggling, have a look at their ownership structures & the level of debt financing in place & you get the full picture. Too many have been the subject of leveraged buyouts and it's usually the cost of servicing that debt that pushes them under.
