I know that area really well as I don't live too far away and like to go to local shops to buy fruit and vegetables either cycling or walking.I also do cycle to Ealing via Acton High Street twice a week. Firstly, people (lots of them) in the area commute by all means - mainly buses and motobikes/bicycles. One cannot see the amount of 4x4's like in Chiswick. That's not Acton High.Parking for free? Where in Acton High Street?? If one can find a free spot, well, one is very lucky.Cycling? People cycle there far more than in Chiswick and this is despite the more challenging terrain. And, yes there are segregated lanes, I use them. And as cycling in that area is not for the faint hearted, the segregated bits are very comforting. So, I cannot recognise the place you described at all. And by the way, I'm in my 60s, live in Chiswick and Im also a driver.I would never describe the place as a dump. People in the area come from different cultural backgrounds and are part of a community.
