SOTG/RV/CS/FR AREA TRAFFIC MEASURES.

This message is from Richard Griffith, Chairman. Strand on the Green Association/   He has asked me to post it on this site, which I am more than happy to do.The following is copied from the SoGA spring issue of SIGNALS and is relevant to the current traffic debate:"SOTG/RV/CS/FR AREA TRAFFIC MEASURES.There is considerable discussion being expressed locally about the disparity of traffic measures in the area comprising SOTG/RV/CS/FR.PROPOSALSOTG is one of four CPZ within an area roughly bounded by Sutton Court Road, the A4, the River and the A316. The other three CPZ are CS Chiswick Station (which includes Hartington Road), RV Riverview and FS Fauconberg.     Whilst being virtually a self contained area none of the four have a common traffic policy under Lbh's current Traffic Measures.SOTG cannot use Hartington Road northbound.CS cannot use Thames Road to go to or come from Kew Bridge.RV being between cameras can use both Hartington and Thames Road.FS can use neither.None of the four cpz can exit onto the A4 via Harvard Hill as It is closed off to outgoing traffic.NOTE:   Elmwood Road is historically in the GP zone but would be included under this scheme.SOLUTIONSOGA proposes an amalgamation of this area into one benefitting from the same traffic measures and controlled by timed ANPR cameras (red dots) as per attached map. With time controlled cameras linked to ANPR (Automatic Number Plate Recognition) at the following points: Kew Bridge / Hartington Road / Sutton Court Railway Bridge / Fauconberg Road / Elmwood Road and Harvard Hill the area becomes one whilst retaining their separate CPZ designations but benefitting from common traffic measures whilst remaining open to visitors, deliveries, taxis and shoppers but closed to rat running and the 'access only' along Strand on the Green and Thames Road would become redundant.SoGA has put this scheme to Lbh Traffic and subsequently discussed it in greater detail on a Zoom meeting. As the existing traffic measures are new to the area Lbh Traffic require time to assess both their impact locally and the overall effect caused from displaced rat running traffic.COVID has had implications on the timing of both the introduction of the traffic measures and the Thames Road cameras and consequently the subsequent review which will now not be before June/July."As a resident trapped in the tiny CPZ CS, I fully support this proposal.   It is utter nonsense to have broken us up into 4 tiny little segments each with different traffic rules which does not allow us residents to drive freely in and out of our local Grove Park area.      Mr Griffiths has urged me to lobby neighbours so that in June/July when when the Council is reviewing these un-consulted "temporary" LTN's imposed on us,  we can speak as one voice to let Hounslow Council know the local feeling.

The parallel thread "Penalty charge Hartington Road" would appear to support SoGA's suggestion to amalgamate the area west of Sutton Court Road into one with common traffic measures. As Chairman of SoGA I have read the comments posted on both and offer the following reply to some of those observations relating to the SOTG/RV/CS/FR - AMALGAMATION1. Reason for not including of GP.Sutton Court Road forms a natural boundary for the four cpz area plus the anomaly of Elmwood Road. Amalgamating the four into one traffic area would not affect GP residents any more than the current measures. GP residents would still be able to visit shop and keep appointments in the amalgamated area but would not be able to pass through. No change from the present.2. Suggested amalgamated area name: “West Chiswick”3. “Except for Access” signs. These are confusing and need to be abandoned and replaced as should the Thames Road “Access Only” scheme. Alternative entry signs by the APNR cameras could perhaps be along the lines of “Residential Speed Control Area” or “West Chiswick No Through Route Permit Holders Only”4. Cyclists.Amalgamating the area would have no adverse effect on cyclists.5. Amalgamate a wider area. This would be practical only if the area boundaries were extended from Hogarth Roundabout along A4 to Kew Bridge then down Strand on the Green and Thames Road to the A316 and back to Hogarth Roundabout.6. ULEZ Cameras. When the ULEZ zone is extended to within the North/South Circular Lbh should be able to use them to localise the ANPR controlling the amalgamated area.

Tom, can you please stop confusing fact and your fictions. Just like you silly claim that air pollution killed more people than COVID in W4, you have no idea whether: 'many of the people opposing current LTNs live on streets previously closed off'.So you have the names and addresses of those in CHiswick opposing these schemes, and specifically what their objections are? OF course you do not. So stop lying. Also its a rather pathetic straw man argument, noone is suggesting reopening these roads. But the more roads you close, the more traffic, noise, pollution and congestion is forced on a minority of the population. You seem to advocate them being poisoned by the very air pollution you oppose. At least you are OK.Ther are two points here. Firstly, I have posted numerous times, we have had traffic management measures for over 30 years, so nice of you to confirm that is the case. However, we have seen no meaningful reduction in traffic, certainly not measured in terms of congestion around key routes over this period. Did the stretch of the High Road north of Netheraven Rd quiet down, is Chiswick Lane and the A4 to the south traffic free? So we have clear proof that your myth of traffic evaporation is just that. Even before we look at the Borough wide or London wide vehicle volume data collated by the DfT, showing steady annual increases since 2012.Secondly, these schemes were implemented at the request of local residents and with appropriate consultations from the council. Note the order of events here, local residents asked and were consulted, then schemes implemented. Compare and contrast with all the measures implemented by LBH over the last 18 months. As for air quality, we all want cleaner air, we all breathe it. So we need to address the source of traffic, such as the mass inflows to W4 from the M4 and north circular every day, the traffic generated by LHR, and the traffic that will be generated by all the parking for the new Brentford stadium, fully supported and pushed through by Hounslow.Lets try and stop the random piecemeal closures. The only solution is a coherent London wide approach, that will include prioritising public transport and electric vehicles. Some form of expanded congestion charge is likely.Final point. All those that are most vocal about road closures do not suffer the downside. You give no voice or consideration to the many residents on roads like Acton Lane, South Parade, SCR, Heathfield Gardens, Barrowgate etc that see even more traffic as a result of the schmes you support. That is not OK. Michael Robinson posts how much he loves his own LTN, when residents on the A316 posted about even more traffic on their roads, his response was basically 'tough'. Selfish in the extreme.
