New legislation is in force re breeding dogs and cats which should help with this. When you pay for an animal, or get it free, pay huge insurance premiums each month, get them neutered, take them to the vet on a regular basis, feed them, look out for them, take them to the vet when there is an issue, make sure they are comfortable and warm I think you can be said to 'own' them. Unfortunately animals put up for 'free' are very often used as bait dogs and cats and mauled to death while people jeer and bet on who will last the longest before they are ripped to shreds and die. Or didn't you know that?
