"Hounslow will reject her appeal to them initially whatever you say"For parking contraventions, the initial challenge is often routinely rejected, but for moving traffic contraventions like this one, there is only one appeal to Hounslow.  Experience with the Turnham Green Terrace restriction was that Hounslow did accept many appeals."The council may have a policy of not contesting [adjudicator] appeals on this basis because, if they do and they lose, all PCNs issued by the camera would then be invalid."Not necessarily.  Adjudicator decisions are strictly for the individual case and do not automatically create a legally binding precedent applicable to other cases.  Also, if the signs are adequate and legal, only Hounslow's discretion can cancel a PCN.  An adjudicator will not normally seek to force Hounslow to apply discretion."if you appeal to the adjudicator and it is rejected, you still can pay the fine at the discounted rate if you pay within two weeks"That is NOT true.  Hounslow may, and often do, re-offer the discount if they reject an appeal made to them.  The discount is not normally available after an adjudicator rejection.Given the current postal delays, I think it's quite likely that Hounslow would cancel a PCN that was issued before their warning letter was received.  Even if they declined to do so, I doubt whether they would enforce more than one such PCN.  If Jeremy's friend does receive a PCN, I'm willing to advise further, via parking@rjen.uk
