I thought we were initially led to believe that stocks of the Oxford vaccine had already been manufactured and were available in anticipation of the official approval. I recall a figure of 4m units being mentioned, but now it's seems there's only 500,000, which is only a few days worth based on the million people a week target. As for volunteers, this crisis has been going on long enough with the hope and expectation of a vaccine eventually becoming available, that you'd expect the necessary logistics and volunteers to be long since standing by and not being scrabbled together weeks after a vaccine has become available. The last minute change to the two-dose injection protocol also suggests that either something has gone wrong or that our elected leaders have yet again over-promised and under-delivered.
