In the early stages of an emergency, if several people report it, it's not always clear if there has been one or multiple incidents and hence several vehicles may be despatched. I remember a live burglary being detected on the Glebe Estate years ago which was reported by two people, and 4 or 5 police vehicles arrived (and arrested the burglar).
