I have just sold my car too and emailed hounslow.permits@serco.com.Staggeringly by return I received a reply!!As I had less than 3 months left on my permit I wasn't entitled to a refund, as I expected, but they did confirm this. Hope you get a similar speedy response. Am assuming you're in Hounslow rather than Ealing.
