As I said we do issue FPNs regularly (more than any other council in the country according to the Daily Mail) and occasionally prosecute. But prosecution is expensive and proof to court standards often very difficult.Hounslow Highways' (a private company) contract is fixed price and their obligation is to pick up every notified flytip within 24 hours. In 2020 so far (Jan-Oct), 19,016 reports were received through the website to HH. 99.9% of these flytips were removed within timescale successfully, ie they missed the target on only 20 occasions. It is in their interest to work with us to reduce flytipping as the cost of collection is borne entirely by them - our contract price doesn't change. At present, investigation is hampered by COVID concerns but the flytipping, graffiti and litter service from HH has remained excellent throughout despite them having to radically change some working practices. Complaints about litter have reduced by 75% since 2014 (but they still get plenty of mustard from me on various issues :))
