If you want to drop a passenger off at a particular point on the road, that's a clear reason for gaining access to that point. I would be completely comfortable arguing that to an adjudicator if a council was foolish enough to disagree.Richard Potts's query is a bit more difficult. If you're looking for a space to park in order to go shopping, then TGT is not a suitable street now! If you kept moving and drove the whole length of the street, you might well get a PCN. I would do a U-turn in those circumstances.
