The issue isn't looking up a database - it is maintaining it. The bigger the database, the more maintenance is needed. Adding details, changing them, deleting them, dealing with irate people who have received a fine when they believe they shouldn't have, dealing with appeals, dealing with exemptions, the list of work goes on. It all needs people to run and administer. That's why you will only find councils have implemented ANPR schemes with registrations for a small number of vehicles in a small area. You won't find one for as big an area as Grove Park.If it was in the Netherlands or Denmark, they wouldn't bother with all this complexity and IT, they'd just stick in some planters.
