Even though the CEO says it is no longer a focus because it will be at least 10 or 15 years until it will be needed - if, indeed, ever.

The expansion will not go ahead but the executives and lawyers will be more than happy to spend time appealing because it keeps them in a job. It’s like so many waste of money public enquires which are nice little earners for some but actually achieve little or nothing for anyone except the lawyers.
