Can a cab or uber wait in a loading bay?  How long?

Im always looking for somewhere a Minicab or uber can pick me up on chiswick high road where they won’t get a pcn. I have tried the loading bay near High Road House but the cabs say they would get fined after 3 mins even on a weekend. But I thought they have 20 mins. Anybody know what the rules actually are?

From the TfL website:
"Taxis and private hire vehicles can only stop as long as is necessary for the customer to get in or out of the vehicle. This includes more time to assist wheelchair users and to make sure that the wheelchair is in the right position and safely secured. For the loading bay at High Road House, it's 20 minutes if you're loading or unloading, but no other use of that space is allowed at any time apart from picking up or setting down passengers. Waiting for a passenger to arrive is not allowed.  A cab parked there without loading would probably get a code 25 PCN after 3 minutes' observation.
