Fewer than two hundred issued compared to 3,000 in the previous month

The latest figures on Penalty Charge Notices (PCNs) issued for breaches of the access restrictions on Turnham Green Terrace show there was a sharp fall in the month before the traffic ban was suspended.
Up until 19 November there had been 7,457 PCNs handed out by Hounslow Council fewer than two hundred above the total as at 20 October. In the previous month over 3,000 fines have been handed out.
Partly this may be due to greater awareness of the restriction but regular observation suggests that many motorists are still proceeding along the length of the road apparently unaware of the restriction so it would appear the intensity of enforcement has been reduced. This slower rate of fine issuance keeps the full tariff value of fines below the million pound mark. Because of early payment of some fines and the high rate of cancellation, the council will have brought in much less than this sum.
1,000 more people paid up for a fine in the month to the 20 October and the number of fines cancelled rose from 859 to 1,664.
As on 25 November enforcement ceased on Turnham Green Terrace due to the extended works taking place on Acton Lane. The latest date given for the reopening of Acton Lane is 27 November but the council have not announced whether they intend to restart the restriction when this happens. Camera enforcement of the access restriction on Fisher’s Lane is due to start next week although there will be a fortnight’s grace period before fines are issued.

Enforcement of the restriction on Devonshire Road but that appears to be relatively light touch with only 95 PCNs issued since the measure was introduced, 14 of which have been cancelled and 48 have been paid. Unlike Turnham Green Terrace this restriction was not enforced by a fixed camera.
It is not known on what grounds PCNs issued on Turnham Green Terrace and Devonshire Road have been cancelled. Cllr John Todd asked council officers if there has been any guidance on which appeals should be allowed. They said, “There was no policy document issued by the Lead Member, however we are dealing with careful consideration any representations submitted by motorists who contest their PCNs.”

A web site has been set up offering anyone fined advice on how to make an appeal.
