Plans have been submitted for two more advertising display boards over 8 feet high on Chiswick High Road which will incorporate defibrillators.

J C Decaux wants to place what it describes as ‘communication hubs’ with digital billboards on the pavement by Chiswick Gate at 598—608 Chiswick High Road (P/2022/4009) and new Wolfe Vets at 548 Chiswick High Road (P/2022/4004).

The unit is presented as a redefinition of a public payphone which will offer a free internet connection, free calls to landlines and charities, device charging and public messaging capabilities. Voice commands could be used to make calls to increase accessibility.

When not in use the touch screen in the unit will default to a map of the local area. The main screen will be predominantly used for advertising but will be made available for public announcements and security alerts. Existing JC Decaux advertising monoliths on Chiswick High Road carry a significant amount of advertising for Hounslow Council.

The units would be powered by high capacity batteries which would be recharged by solar energy.

The Hub is intended as a free to use facility, however, after previous problems, the police have advised that some units will have a more restricted use policy after they were being used by drug dealers to make untraceable calls. In some cases, free calls are restricted to emergency services calls.

Similar monoliths have been installed by the company in other parts of the country where objectors have claimed that the incorporation of a defibrillator is to ‘sweeten the pill’ and present what is essentially street clutter as a health benefit even though the need for such a device is not great at the locations chosen.
