Time is running out to participate in a Hounslow Council consultation on plans to dramatically expand its network of electric vehicle (EV) charging points, with hundreds of locations by lampposts proposed across the borough including nearly 200 in Chiswick wards.
The deadline for feedback is Monday 30 March.
The W4 postcode has the highest density of proposed points in line with levels of ownership of EVs. The three local are in the top four for the number of bays planned. A complete list of locations is shown below.
The charging points in this phase are all slow lamp column charge points — devices fitted to existing street lighting columns.
The council points to rapidly growing EV ownership and the fact that around 51% of borough residents have no off-street parking, making public charging infrastructure essential. The UK's planned ban on new petrol and diesel car sales by 2030 — and new hybrid cars by 2035 — is also driving the urgency to get infrastructure in place.
Hounslow launched its EV Charging Strategy in November 2022, setting a target of delivering over 2,000 new charge points, with a focus on residential areas that lack private driveways.
Hounslow’s present network of around 200 lamppost chargers is primarily operated by ubitricity, which runs slow (approximately 5 kW) residential chargers installed directly into existing lamp columns. These units form the backbone of the borough’s on - street overnight charging offer. The borough is also preparing a major expansion of its wider charging network, with Qwello contracted to deliver more than 2,000 new fast chargers across Hounslow. While these are not lamppost chargers, the council has confirmed that additional lamppost - based units will be installed as part of its broader programme
However, not everyone is satisfied with how the process has been handled. Chiswick Gunnersbury councillor Joanna Biddolph has raised pointed concerns, saying that ward councillors were not formally notified about the current consultation — she only found out through a resident recently. The press was not contact about the consultation and it appears not to have been advertised by the council.
Cllr Biddolph argues that the proposals fail to reflect what residents actually asked for when consulted two years ago. She says the current plans still include more charge points than residents wanted, ignore calls for fast charge points rather than slow ones, and disregard requests for cross-pavement or on-pavement charging solutions that would be more convenient for some households.
She also raised concern that the charge points will be commissioned — and the parking spaces taken — on installation, rather than only being activated when demand warrants it, adding further pressure on already stretched street parking.
The roll out of EV points has been problematic so far with units installed on lampposts earlier having to be taken out of action due to rain damage. EV owners have complained about the cost of charging at these points and there has been concern about the possibility of receiving a Penalty Charge Notice for remaining in a bay by a lamppost charger once the charge has completed.
